Providing opportunities for small, minority and women owned businesses in Airport projects and Airport concessions is a priority at CLT. Every effort is made to actively include DBE, ACDBE and MWSBE firms in all facets of CLT's functions. That is why our participation in federal and local business diversity programs is so important. The Disadvantaged Business Enterprise (DBE) Program
As a recipient of federal grants from the Department of Transportation through the Federal Aviation Administration (FAA), CLT must comply with 49 CFR Part 26: Participation by Disadvantaged Business Enterprises in Department of Transportation Financial Assistance Programs. In accordance with program guidelines, CLT has developed and implemented processes and practices that aim to achieve the goals of the DBE Program: To create a level playing field for disadvantaged businesses and to break down the barriers to participation on contracts that support the operations and development of the Airport. CLT encourages DBE participation and actively seeks new and innovative ways to engage DBE firms on Airport projects.
Airport Concession Disadvantaged Business Enterprise (ACDBE) Program
In 2005, the ACDBE Program was initiated after the release of the Final Rule for 49 CFR Part 23: Participation of Disadvantaged Business Enterprises in Airport Concessions.
CLT has a long established concessions program that originated with the Part 26 DBE regulation and has transferred seamlessly into the 2005 Final Rule.
To date, CLT has a robust ACDBE Program which includes, but is not limited to, participation from ACDBE firms in food/beverage and retail concessions, advertising, and rental car services. CLT encourages ACDBE participation and actively seeks new and innovative ways to include ACDBE firms in all eligible concession opportunities.
Charlotte Business INClusion (CBI) Program
The Charlotte Business INClusion Program seeks to enhance competition and participation of small minority and women owned firms in City contracting and promote economic growth and development in the City of Charlotte.
The CBI Program applies to all aspects of CLT's non-federally funded contracting and procurement, including but not limited to the purchase of apparatus, supplies, materials, equipment, construction projects and all service contracts, as well as equipment rental and ease agreements.

Women Business Enterprise (WBE) firms who have already been certified through the state's Historically Underutilized Business (HUB) office.

CLT's Food Truck Program
CLT recognizes the barriers to participation on concessions opportunities, especially for disadvantaged businesses who are smaller in size and may not have the capital or capacity to compete for an in-terminal concession. With that in mind, CLT established a Food Truck Pilot Program to encourage additional participation from smaller firms through the ACDBE Program. This Pilot was established January 1st and runs for one year.
Through the Food Truck Pilot Program, CLT is able to showcase Charlotte's diverse and growing food truck businesses while providing a much needed amenity for CLT staff, stakeholders and the public. To date, the food trucks operate on four Airport locations including the Old Terminal on Yorkmont Road and the popular Airport Overlook.
